Kajian Penempatan Sumber Daya Manusia Sarjana Kesehatan Masyarakat (SKM) Pada Tingkat Pelayanan Dasar Di Kabupaten Batanghari Tahun 2016

Tenaga kesehatan merupakan kunci utama dalam keberhasilan pencapaian tujuan pembangunan bidang kesehatan di Indonesia. Jumlah tenaga kesehatan diperlukan untuk mengetahui ketersediaan dan kekurangan tenaga kesehatan. Data jumlah tenaga kesehatan masyarakat hanya 157 orang yang tersebar di seluruh puskesmas dalam provinsi Jambi. Jumlah ini masih jauh dari kebutuhan yang diharapkan. Penelitian ini adalah penelitian kualitaif dengan rancangan tracer studi, subjek utamanya adalah Kepala Puskesmas, kadinkes, tenaga SKM di PKM, kepala SKPD dan perwakilan stakeholder terkait. Data primer diperoleh dari informan penelitian dengan cara wawancara melalui metode lokakarya didukung data sekunder melengkapi informasi. Penyebaraan tenaga kesehatan tidak merata disemua puskesmas di wilayah Kabupaten Batang Hari. Terdapat 9 puskesmas yang tidak memiliki tenaga kesehatan masyarakat dari total 17 puskesmas yang ada. Sedangkan data rasio tenaga kesehatan masyarakat terhadap jumlah penduduk menunjukan angka 8 per seratus ribu penduduk. Tenaga kesehatan masyarakat tidak diberikan tugas dan fungsi sesuai dengan keahlian pendidikan kesehatan masyarakat yang dimilikinya. Pemerintah dalam mengangkat pegawai diharapkan memperhatikan jenis pegawai yang dibutuhkan dapat menempatkan tenaga kesehatan sesuai kebutuhan di lapangan dan pendistribusian tenaga kesehatan yang merata pada setiap Puskesmas. Perlu penelitian lebih lanjut untuk menentukan kebutuhan tenaga kesehatan dan menghitung berdasarkan beban kerja dan jumlah penduduk.
