Abstract

Consumers as legal subjects whose lives and existence are unlimited and also with very varied economic strata. Need to be legally protected from the losses they experience during buying and selling transactions. Law No. 8 /1999 on Consumer Protection. MSMEs take the proportion of 99.99% of all business actors in Indonesia. Nowadays, Micro, Small and Medium Enterprises, which are commonly found, are fast food MSMEs. Article 68 paragraph (2) of Law No. 18/2012 on Food states that food businesses, including micro, small and medium enterprises, are obliged to apply food safety norms, standards, procedures and criteria. As well as Law No. 33 /2014 concerning Halal Product Guarantee which requires all pharmaceutical, beverage and food products circulating in Indonesia to have halal certification.This research was conducted using an empirical juridical approach. Based on research conducted by the author, many MSME business actors in Jambi City do not have legality to ensure the quality of the quality of food produced in accordance with the standards regulated by the Law, indicating that business actors do not have awareness of their obligations as business actors. So that many consumers are found to have suffered losses on the goods they have purchased. Consumers experience losses on fast food products such as having low food quality, low food hygiene and business premises, and safety guarantees for the goods they have purchased.
