Abstract
Underage marriages are marriages carried out by prospective brides, both men and women, who have not reached the age limit determined by Law Number 16 of 2019 concerning Amendments to Law Number 1 of 1974 concerning marriage, namely 19 years for men and women. In order for the purpose of marriage to be achieved, underage marriages must be prevented by the role played by Marriage Registrar Employees. This research aims to find out what factors cause underage marriages in South Jambi District, Jambi City and the role of VAT in preventing underage marriages in South Jambi District, Jambi City. This research is empirical legal juridical research. The results obtained are that the factors causing underage marriage are promiscuity, pregnancy out of wedlock, family, education, and population. The role played by PPN is to provide guidance, outreach and counseling. However, the role played by PPN is still not optimal in providing understanding regarding underage marriage. The guidance provided by PPN is also less effective because it is only given to prospective brides and grooms who have registered and are immediately getting married. Therefore, the role of PPN must always be active in providing understanding to the community, especially to teenagers.
