Duties of Editors

Fairness and Editorial Independence
Editors evaluate manuscripts solely based on academic quality (relevance, originality, study validity, clarity) and their suitability within the journal’s scope.
Evaluations are not influenced by the author’s race, gender, sexual orientation, ethnicity, nationality, religion, political views, or institutional affiliation.
Editorial decisions are free from interference by government policies or external institutions.
The Editor-in-Chief holds full authority over the journal’s editorial content and publication schedule.

Confidentiality
Manuscript information is shared only with directly involved parties (corresponding author, reviewers, potential reviewers, editorial advisors, and publisher).
All parties are required to maintain manuscript confidentiality.

Disclosure and Conflict of Interest
Editors and editorial board members shall not use unpublished information from manuscripts under their handling for personal research without written consent from the authors.
Editors must avoid handling manuscripts if conflicts of interest exist and refer such manuscripts to other editorial members.

Publication Decisions
Manuscripts must undergo peer review by at least two expert reviewers.
The Editor-in-Chief makes publication decisions based on the quality of the work, reviewers’ comments, and legal compliance (defamation, copyright infringement, plagiarism).
The Editor-in-Chief may consult other editors or reviewers in decision-making.

Engagement in Ethical Investigations
Editors, together with the publisher and related associations, are responsible for investigating suspected ethical violations, even if reported years after publication.
The handling process adheres to COPE guidelines.
If violations are confirmed, corrections, retractions, or expressions of concern will be issued as necessary.


Duties of Reviewers

Contribution to Editorial Decisions
Peer review assists editors in making publication decisions and provides constructive feedback to authors.
All scholars wishing to contribute scientifically are expected to participate fairly in the review process.

Timeliness
Reviewers who feel unqualified or unable to complete reviews on time must promptly notify the editor and decline the invitation.

Confidentiality
Manuscripts under review are confidential documents and must not be discussed or shared without permission.
This applies even if reviewers decline the review invitation.

Objectivity Standards
Reviews must be objective, supported by clear arguments, and aimed at improving the manuscript. Personal criticism of authors is prohibited.

Acknowledgment of Sources
Reviewers should identify relevant works not cited by the authors.
Reviewers must report to the editor if the manuscript substantially overlaps with other known manuscripts (published or unpublished).

Disclosure and Conflict of Interest
Reviewers with conflicts of interest must decline the review invitation and inform the editor.

Use of Unpublished Material
Information obtained through the review process must not be used for personal research without the author’s written permission.


Duties of Authors

Reporting Standards
Authors must provide accurate, objective reports of original research, with sufficient data and references to allow replication.
Review articles must be accurate and comprehensive; editorials clearly marked as opinions.
False or misleading statements are unethical and unacceptable.

Data Access and Retention
Authors may be required to provide raw data and should be willing to share it publicly if feasible, maintaining participant confidentiality and legal rights.
Data must be accessible to qualified professionals for at least 10 years post-publication.

Originality and Plagiarism
Manuscripts must be original and properly cite others’ work.
Any form of plagiarism is unacceptable.

Duplicate Submission or Publication
Substantially identical work must not be published more than once.
Simultaneous submission of the same manuscript to multiple journals without permission is prohibited.
Certain article types (e.g., clinical guidelines, translations) may be published in multiple journals if agreed upon by authors and editors, with proper citation.

Authorship
Only those who have made significant contributions to conception, design, execution, data collection or analysis, drafting or revising the manuscript, and approval of the final version should be listed as authors.
Other contributors should be acknowledged with written permission in the “Acknowledgments” section.
The corresponding author is responsible for ensuring all eligible authors are listed and approve the manuscript.

Disclosure and Conflict of Interest
Authors must disclose all financial and non-financial conflicts of interest and funding sources.

Acknowledgment of Sources
Authors must accurately acknowledge others’ work and not use confidential information without permission.

Hazards and Use of Human or Animal Subjects
Research involving hazardous materials, animals, or humans must comply with legal regulations and institutional ethics committee approvals.
Statements regarding informed consent and privacy protection must be included.

Peer Review Participation
Authors are obliged to engage actively in the peer review process and respond promptly and systematically to reviewers’ comments.

Fundamental Errors
If significant errors are found post-publication, authors must immediately inform the editor and cooperate to issue corrections or retract the article.


Duties of Publishers

Handling Ethical Violations
Publishers, together with editors, are responsible for addressing suspected or confirmed scientific misconduct, plagiarism, or fraudulent publications.
Actions may include errata, clarifications, or article retractions.
Publishers prevent the publication of unethical works.

Access to Journal Content
Publishers commit to permanent availability and preservation of scholarly works in cooperation with relevant institutions.
