Performance management for librarians in higher education institutions must
continuously adapt to evolving regulatory frameworks and institutional
accountability demands. Based on an initial needs assessment conducted through
a problem identification questionnaire involving 12 respondents, several areas
requiring improvement were identified. These include disparities in understanding
the formulation of Employee Performance Targets (Sasaran Kinerja Pegawai/SKP),
clarity of work directives, and the absence of standardized procedures for
documenting work evidence. This study seeks to optimize performance governance
through the development of an innovative platform entitled the Digital
Performance Hub at the Academic Support Unit (UPA) Library of Universitas Jambi.
Employing a small-scale action research design, this innovation integrates five key
development components: strengthening peer communication forums, compiling
an interactive Librarian Performance Dictionary based on Regulation of the
Minister for Administrative and Bureaucratic Reform No. 55 of 2022, establishing
a structured digital archive repository, refining daily reporting standards through
a review of Standard Operating Procedures (SOPs), and providing a dedicated
consultation channel via Google Sites. The implementation results demonstrate a
marked improvement in independence, accountability, and collaborative
engagement in preparing valid and high-quality performance documentation. User
feedback confirms that the system is highly beneficial, practical, and facilitates
efficient document retrieval, while also offering constructive recommendations for
future enhancements in data visualization and system integration. This integrated
model serves as a viable and replicable blueprint for library administrators at other
higher education institutions aiming to advance toward a more comprehensive
digital transformation.
