DIPLOMASI PENERBANGAN ANTARA INDONESIA DAN RUSIA DALAM PERSPEKTIF KEBIJAKAN BILATERAL DAN IMPLIKASINYA TERHADAP GEOPOLITIK TRANSPORTASI UDARA NASIONAL

Abstrak

Artikel ini menganalisis dinamika diplomasi penerbangan antara Indonesia dan Rusia serta implikasinya terhadap geopolitik transportasi udara nasional Indonesia. Dalam konteks geopolitik global yang semakin kompleks, hubungan penerbangan bilateral memiliki peran strategis untuk memperkuat posisi Indonesia di kawasan. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus, mengumpulkan data melalui wawancara mendalam dengan pejabat pemerintah, eksekutif maskapai penerbangan dan pakar transportasi udara, serta analisis dokumen kebijakan bilateral. Hasil penelitian menunjukkan bahwa kebijakan bilateral penerbangan Indonesia-Rusia mengalami dinamika seiring perubahan kepentingan strategis kedua negara, di mana Indonesia berupaya memperluas konektivitas udara internasional sementara Rusia memposisikan diri sebagai hub penghubung Asia-Eropa. Tantangan utama dalam implementasi meliputi hambatan teknis, perbedaan standar keselamatan dan keamanan, serta implikasi geopolitik dari sanksi internasional. Penelitian menemukan bahwa kerjasama penerbangan dengan Rusia berpotensi memperkuat posisi strategis Indonesia dalam geopolitik transportasi udara regional, namun memerlukan pendekatan diplomasi yang hati-hati untuk menyeimbangkan kepentingan ekonomi dan geopolitik. Model kerjasama yang diusulkan menekankan pembentukan kerangka regulasi bersama, peningkatan kapasitas angkut, transfer teknologi, dan penguatan keamanan penerbangan.
