Abstract

This study analyzes the recruitment and cadreation pattern of Golongan Karya for women, especially in the city of Jambi. UU No. 2 of 2011 concerning Political Parties requires political parties to fill a 30 percent quota of women's representation in the management of political parties. It is important to know how the recruitment patterns and cadreation patterns are carried out by political parties with the highest number of cadres in Indonesia, namely the Golongan Karya party because the obligation of political parties is not just to fill the quota but also to create a good recruitment pattern and produce women cadres who reliable so they can become representatives of the people who have good competence. Analysis qualitative descriptive method with in-depth interviews, observation and documentation shows that the recruitment and cadreation patterns are still very weak, absence of a selection system in recruiting cadres, lack of programs and no steps strategic measures implemented by party administrators. It can be caused by the weak law that regulates the function of political parties, especially regarding recruitment and cadreation patterns and the absence of sanctions for political parties that do not carry out their functions properly so that often political parties ignore the urgency of women's representation.
