ABSTRACT
In the last decade, the agriculture development is not only can fulfill the people demand but also
reduce the quality of natural resource which is indicated by the disaster of flooding, landslide, and drought.
Therefore, it has to be done the revitalization of agriculture. It has to create the condition of agriculture that
materilize three indicators of sustainable development simultaneously through conservation agriculture system.
The implementation of conservation agriculture system in upstream of Serang watershed has not achieved the
agriculture development at perseved watershed especially due to the high of soil erosion and the wrong farmer
perception that can impede the improvement of conservation quality. The use of conservation farming has
reduced soil erosion and increase the farmer income. The refercussion of conservation farming depends on the
capability of farmer to finance the maintance of farming system and bring about erosion control technically. The
poor farmers can not manage conservation farming self-supporting, therefore they need subsidy.
