PENGELOLAAN KEUANGAN DESA DI DESA BUKIT BALING KECAMATAN SEKERNAN KABUPATEN MUARO JAMBI

Abstract
Berdasarkan Undang-Undang Nomor 6 Tahun 2014 tentang Desa mengakui kewenangan bagi desa dan memberdayakan desa agar menjadi kuat, maju, mandiri, dan demokratis. Pemerintah desa diharapkan dapat mengelola wilayahnya secara mandiri termasuk di dalamnya pengelolaan aset, keuangan, dan pendapatan desa sehingga dapat meningkatkan kualitas hidup di desa dan kesejahteraan masyarakat. Pelaksanaan Pengelolaan Keuangan dan Aset Desa, pemerintah desa wajib mengelola keuangan desa secara transparan, akuntabel, dan partisipatif. kekhawatiran dari berbagai kalangan terkait pengelolaan dana desa seperti pengawasan pengelolaan yang masih minim dan keterbatasan regulasi serta lambannya penerapan dari sebuah produk hukum setelah di undangkan. Muncul permasalahan seperti : bagaimana Implementasi pengelolaan keuangan desa di desa Bukit Baling Kecamatan Sekernan Kabupaten Muaro Jambi saat ini serta bagaimana Upaya yang dapat dilakukan untuk memaksimalkan pengimplementasian Pengelolaan Keuangan Desa dalam mewujudkan good governance. Metode yang dipergunakan dalam penelitian ini adalah metode penelitian yuridis empiris yaitu suatu pendekatan yang meneliti data sekunder terlebih dahulu dan kemudian di lanjutkan dengan mengadakan penelitian data primer di lapangan. Pengelolaan Dana Desa yang efektif dan efisien akan memungkinkan desa untuk mampu melakukan sebuah pembangunan dan peningkatan kesejahteraan masyarakat secara lebih optimal dengan berdasarkan pada pengaturan yang kuat.
Hasil penelitian menunjukkan bahwa pelaksanaan pengelolaan dana desa di Desa Bukit Baling Kecamatan Sekernan Kabupaten Muaro Jambi belum dapat dilakukan sesuai perundang-undangan yang berlaku dan secara baik serta benar karena pemerintah desa belum bisa mengeluarkan suatu kebijakan secara formal sehingga tidak memberikan keuntungan dan pemasukan ke kas desa dan dipandang tidak produktif akibat pola pengelolaan yang diatur secara langsung oleh pemerintah kabupaten. Dari hasil penelitian dapat disarankan bahwa hendaknya untuk mengoptimalkan pengelolaan dana desa di Kabupaten Muaro Jambi, pemerintah desa harus mampu mengeluarkan dan membentuk kebijakan dalam pengelolaan dana desa dengan mekanisme dan sistem pengelolaan yang baku dan pertanggungjawaban yang sesuai aturan.

SUMMARY
Based on Law Number 6 of 2014 concerning Villages, it recognizes the authority of villages and empowers villages to become strong, advanced, independent and democratic. Village governments are expected to be able to manage their areas independently, including managing village assets, finances and income so that they can improve the quality of life in the village and the welfare of the community. Implementation of Village Financial and Asset Management, village governments are obliged to manage village finances in a transparent, accountable and participatory manner. Concerns from various groups regarding the management of village funds include minimal management supervision and regulatory restrictions as well as the slow implementation of a legal product after it is promulgated. Problems arise such as: how is the implementation of village financial management in Bukit Baling village, Sekernan District, Muaro Jambi Regency currently and what efforts can be made to maximize the implementation of Village Financial Management in realizing good governance. The method used in this research is an empirical juridical research method, namely an approach that examines secondary data first and then continues with conducting primary data research in the field. Effective and efficient Village Fund management will enable villages to be able to carry out development and improve community welfare more optimally based on strong regulations.
The results of the research show that the implementation of village fund management in Bukit Baling Village, Sekernan District, Muaro Jambi Regency cannot yet be carried out in accordance with applicable laws and regulations and properly and correctly because the village government has not been able to issue a formal policy so that it does not provide profits and income to the village treasury. and is considered unproductive due to management patterns that are regulated directly by the district government. From the research results, it can be suggested that to optimize the management of village funds in Muaro Jambi Regency, the village government must be able to issue and form policies in managing village funds with standard management mechanisms and systems and accountability that comply with the rules.
